The page layout option was missing in when pages were created. Looked into the pages library and could not find the “testing” page that I created.
Actually it got created in SitePages and this is a new feature in SharePoint 2010 publishing because the wiki feature home page feature was enabled.
Go to Site Features and deactivate the wiki home page feature
